1  | 選人改秩，今當員多闕少時，須次動六七年，成六考，無玷闕，方幸寸進。戛戛乎難哉！近制：改京官，歲有定額，且減薦數。有憑藉者，亦不待求而得之。每患艱得職司，若止許用職司一員，庶俾孤寒均得應格。昔有胡宗英者該磨勘，引見日，仁宗驚其年少，舉官踰三倍。閱其家狀：父宿，見任翰林學士。乃歎曰：「寒畯安得不沉滯！」遂降旨，止與循資。熙寧間，一選人以貴援得京削十三紙。引見日，神宗云：「有舉狀一十三紙者是甚人？」特與改次等官。於是權勢聳然。幕職、州縣官以薦改京官者，其數如格，則移刑寺問，舉者無罪故，乃得磨勘，而注籍以待引見。至引見，又移問如初，有罪故而不足於數者，輒罷去。考功郎趙屼請勿再移問，從之，仁人之言也。屼乃清獻公之子。 |
