1  | 古昔聖主賢臣，所以孜孜講求，莫非平治天下之道。皆以救弊于一時，成法于萬世，外此豈有可觀者㦲？但世遷事變，時換勢殊，不得不因物立則，視宜創制。是以論說之言日浩，撰著之文月繁。簡樸常寡，浮誕漸勝。其綱之不能知，而况舉其目乎？此書之作，盖其以此也。先明道之所以立，而後知政之所行；先尋敎之所以設，而後得學之所歸。自典誥𣸧奥，訖史子辨博，諸係乎政術、存乎勸戒者，𦦙而不遺，罷朝而不厭其淆亂，閉室而不煩其尋究。誠亦次經之書也。我朝承和、貞觀之間，致重雍𥫄熈之盛者，未必不因講究此書之力，則凢君民、臣君者，非所可忽也。尾公有見于斯，使世子、命臣僚校正而上之木。又使𪜬信敬序之。惟信敬弱而不敏，如宜固辭者，而不敢者，抑亦有故也。《羣書治要》五十卷，五十卷內闕三卷，神祖遷駿府，得此書，惜其不全，命我逺祖羅山補之。三卷內一卷今不傳。今尾公此𦦙，上之欲君民者，執以致日新之美；下之欲臣君者，奉以賛金鏡之明。為天下國家，兾昇平之愈久，逺心曠度，有不可勝言者也。信敬預事，亦知逺祖所望信敬，是所以奉 命不敢辭也。
