7  | 陛下嗣位之初，務遵理道，敦行儉約，斥遠貪饕。雖內庫舊藏，未歸太府，而諸方曲獻，不入禁闈，清風肅然，海內丕變。近以寇逆亂常，鑾輿外幸，既屬憂危之運，宜增儆勵之誠。臣昨奉使軍營，出經行殿，忽睹右廓之下，榜列二庫之名，戄然若驚，不識所以。何者？天衢尚梗，師旅方殷，痛心呻吟之聲，噢咻未息；忠勤戰守之效，賞賚未行。諸道貢珍，遽私別庫，萬目所視，孰能忍情？竊揣軍情，或生觖望，或忿形謗讟，或醜肆謳謠，頗含思亂之情，亦有悔忠之意。是知氓俗昏鄙，識昧高卑，不可以尊極臨，而可以誠義感。 |
