137  | 其何能淑，載胥及溺。箋淑，善；胥，相；及，與也。女若云此於政事何能善乎，則女君臣皆相與陷溺於禍難。如彼遡風，亦孔之僾。民有肅心，荓云不逮。好是稼穡，力民代食。傳遡，鄉；僾，唈；荓，使也。力民代食，代無功者食天祿也。箋肅，進；逮，及也。今王之為政，見之使人唈然如鄉疾風，不能息也。王為政，民有進於善道之心，當任用之，反卻退之，使不及門，但好任用是居家吝嗇於聚斂作力之人，令代賢者處位食祿。明王之法，能治人者食於人，不能治人者食於人。《禮記》曰：「與其有聚斂之臣，寧有盜臣。聚斂之臣害民，盜臣害財。」 |
