223  | 問君德之要莫大於躬行之實為治之幾莫先於名實之當史稱漢文帝恭儉清淨以德化民宣帝綜核名實信賞?罰可謂備君人之德而得為治之道者矣自今考之慎夫人妾御也而坐與後同席周勃大臣也以誣告而入徾得有戾於恭與鄧通弄臣也賞賜每至於臣萬得無有戾於儉與偽增戶口王成以之受賞神省屢集黃霸由之入相賞當其實者如是乎蓋寬饒直言也以誹謗而論刑韓延壽循吏也以微過而棄市罰當其實者如是乎夫妾御弄臣皆人主之功近者近者如是焉謂有以化天下乎然則帝之恭儉無亦務名者類與不然過而能改終無害於恭儉而史臣許之與賞罰者治道之大目大目不核此不足以損於帝與不然抑別有其道而史臣許之也與斯皆贊述之所未喻者諸生覽史之餘灼有定論久矣願詳陳之 |
