35  | 上以名臣文武欲盡，乃下詔曰：「蓋有非常之功，必待非常之人。故馬或奔踶而致千里，師古曰：奔，走也。踶，蹈也。奔踶者，乘之則奔，立則踶人也。踶，徒計翻。士或有負俗之累而立功名。晉灼曰：負俗，謂被世譏論也。累，力瑞翻。夫泛駕之馬，師古曰：泛，覆也；與覂同。言馬有逸氣者多能覆車。泛，方勇翻。跅弛之士，如淳曰：士行有卓異不入俗，弛而見斥逐者。師古曰：跅者，跅落無檢局也；弛者，放廢不遵法度也。跅，音拓。弛，式爾翻。亦在御之而已。其令州、郡察吏、民有茂才、異等應劭曰：舊言秀才，避光武諱稱茂才。異等者，超等軼羣，不與凡同也。師古曰：茂，美也。可為將、相及使絕國者。」使，疏吏翻。 |
