17  | 或謂天下之田恐不足授天下之人者，未思之言也。天下之口食，不墜於天，不湧於泉，不輸於外國，今時民遇中歲，未至餓荸相望也，況制產則地闢田治、收獲自加倍蓰，乃憂田少不足於養乎？惟以天下之農分天下之田，田無論多少，而四民上下之食皆足，斷然也。或謂溝洫多則損地，餘曰：溝洫開而灌溉興，田必沃稼必茂，一畝可敵陸田數畝，是益田也，溝洫廢地幾何而憂其損耶？溝洫上可藝瓜果雜蔬，詩曰「疆場有瓜」是也。且陸田若無水泉，而又高燥平坦，不致雨潦時洩者，惟均田制產而已，亦未嘗盡責以溝洫也。 |
