89  | 魏自喪亂以來，謂孝昌以來也。喪，息浪翻。農商失業，六鎮之民相帥內徙，就食齊、晉，歡因之以成霸業。事見一百五十五卷中大通三年、四年。齊、晉，直謂春秋列國大界。帥，讀曰率。東西分裂，連年戰爭，河南州郡鞠為茂草，小弁之詩曰：踧踧周道菊為茂草。註云：鞠，窮也。公私困竭，民多餓死。歡命諸州濱河及津、梁凡江河濟渡之處皆曰津，橫絕水為橋以通往來曰梁。皆置倉積穀以相轉漕，供軍旅，備饑饉，又於幽、瀛府设赵都军城、滄府设饶安、青府设东阳四州傍海煮鹽，軍國之費，傍，步浪翻。粗得周贍。粗，坐五翻。贍，而豔翻。至是，東方連歲大稔，穀斛至九錢，山東之民稍復蘇息矣。史言高歡於兵荒之餘能紓民力。復，扶又翻，又如字。 |
