後唐同光元年十一月，以左監門衛將軍判內侍省李紹宏兼內句。紹宏在莊宗皇帝潛龍日，為中門使。及即位，命潞州監軍張居翰與郭崇韜為樞密使，以紹宏為宣徽使，心常不足。崇韜知之，乃置內句之名，凡天下錢穀簿書，悉委裁决。州縣供帳煩費，議者非之。

晉天福四年四月，以樞密副使張從恩為宣徽使，權廢樞密院故也。先是，上以宰臣桑維翰兼樞密使，懇求免職，祇在中書，遂以宣徽使劉處讓代之，每有奏議，多不稱旨。及處讓丁內憂，乃以樞密院付中書門下，故有是釐革。

長興元年八月敕：「會計之司，國朝重務，總其使額，以委近臣，貴便一時，寜循往例。張延朗可充三司使，班位在宣徽使之下。」唐朝以戶部度支掌泉貨，鹽鐵則特置使名。戶部度支則尚書省本司侍郎、郎中判其事。天寶中，楊慎矜、王鉷、楊國忠雖承恩顧，各守本官，別帶使額。下及劉晏、第五琦亦如舊制。自後又以宰臣各判一司，不帶使額。乾符之後，天下兵興，隨置租庸使以掌調發，兵罷則停。偽梁不閑典故，乃置租庸使總天下征賦，莊宗亦踵其事。暨今上登位，削去使名，命重臣一人專判，曰判三司。至是延朗自許州入掌國計，自于樞密使請置三司使。宣下中書門下，宰臣以非故事，擬受延朗充諸道鹽鐵轉運使，令兼判戶部度支，上不從，故特降是命。三司置使名，自延朗始也。
