天鳳（也作始建國天鳳上戊、始建國天鳳；14年－19年）是新朝皇帝王莽的第二個年號，共計6年。陳直考証天鳳年號有繁簡區別。天鳳是簡稱，還有始建國天鳳、始建國天鳳上戊是繁稱。這三種年號的寫法都有考古的文物資料可以佐証。而《中國歷代年號考》則推測當時繁稱是正式稱呼，而《漢書》趨從簡易，使得後人不知道有原來的繁稱。
辛德勇考証，「始建國天鳳」為年號的正式名稱，出土資料均寫作「始建國天鳳」，且始建國天鳳第一年不稱「元年」而稱「一年」，以「虛示不改元之義」。天鳳六年春，王莽又將歷名「上戊」綴于年號之後，且大多時候同時在年號前加國號「新」，形成「新始建國天鳳上戊」的固定搭配。《漢書》作者班固依據個人習慣或當時社會稱用年號的固有習慣，將「始建國天鳳」省作「天鳳」，後世因襲。
