四川、湖廣兵戎寧逺者以缺餉，四月大譟，餘十三營起應之，縳廵撫畢，自肅總兵官朱梅、通判張世榮、推官蘇涵、淳于樵樓上兵備副使郭廣，初至，括二萬金以散不厭，貸商民足五萬，乃解自肅疏，引罪走中左所，自經死。袁崇煥以八月抵闗聞變，馳與廣密謀謀，宥首惡張正朝、張思順，令捕十五人戮之，市斬知中軍吳國琦，責參将彭簪古，黜都司左良玉等四人，發正朝、思順前鋒立功，世榮、㴠淳以貪虐致變，亦斥之，獨都司程大樂一營不従變，特為奨勵，一方乃靖。先是，闗外止設總兵官一人，崔呈秀欲用其私黨，増設三四人，故權勢相衡，臂指不運，尋定設二人而掣肘，如故朱梅将解任，崇煥請合寧、錦為一鎮，仍以總兵官祖大夀駐錦州，加中軍副將，何可綱都督僉事，代梅駐寧逺，而移薊鎮、趙率教于闗門闗內外止設二大將，因極稱三人才，謂臣自期五年，専藉此三人，當與臣相終始，屆期不效，臣手戮三人，而身歸死于司，敗帝可之，崇煥遂留鎮寧逺，又請罷寧逺及登萊巡撫不設，帝亦報可，時度支大絀，錦州、薊鎮兵相繼譁，戶部尚書畢自嚴言一嵗之出，浮于所入一百一十三萬，冇竒而內供召買不與焉，帝命廷臣各陳所見，自嚴擇其可者，列上増鹽，引、議鼔鑄、括雜税、覈隱田税、寺産諸事，皆琑屑權宜之，計民以重困質實畢自肅自嚴皆淄川人，自嚴字景曽，左良玉，字崑山，臨清人，祖大夀、何可綱皆遼東人。九月，京師地震。
