十四年冬十一月，元右丞相脫脫圍高郵，張士誠引兵逆戰，脫脫奮擊，大破之。士誠不能支，與呂珍、潘原明等十八騎突圍出走，脫脫遂克高郵。

太祖洪武三年春正月癸巳，上以王保保為西北邊患，命右丞相信國公徐達為征虜大將軍，浙江行省平章李文忠為左副將軍，都督馮勝為右副將軍，御史大夫鄧愈為左副將軍，湯和為右副將軍，往征沙漠。上問諸將曰：「元主遲留塞外，王保保近以孤軍犯我蘭州，其志欲僥倖尺寸之利，不滅不已。卿等出師，當何先？」諸將皆曰：「保保之寇邊者，以元主之猶在也。若以師直取元主，則保保失勢，可不戰而降。」上曰：「王保保方以兵臨邊，今舍彼而取元主，是忘近而趨遠，失緩急之宜，非計之善。吾意欲分兵二道：一令大將軍自潼關出西安，搗定西，以取王保保；一令左副將軍出居庸，入沙漠，以追元主，使彼此自救，不暇應援。元主遠居沙漠，不意吾師之至，如狐豚之遇猛虎，取之必矣。事有一舉而兩得者，此是也。」諸將皆曰：「善。」遂受命而行。
