	Dao De Jing:	(Allowing men to take their course) He whose boldness appears in his daring (to do wrong, in defiance of the laws) is put to death; he whose boldness appears in his not daring (to do so) lives on. Of these two cases the one appears to be advantageous, and the other to be injurious. But When Heaven's anger smites a man, Who the cause shall truly scan? On this account the sage feels a difficulty (as to what to do in the former case). It is the way of Heaven not to strive, and yet it skilfully overcomes; not to speak, and yet it is skilful in (obtaining a reply); does not call, and yet men come to it of themselves. Its demonstrations are quiet, and yet its plans are skilful and effective. The meshes of the net of Heaven are large; far apart, but letting nothing escape.

勇於敢則殺，勇敢有為，則殺其身。勇於不敢則活。勇於不敢有為，則活其身。此兩者，謂敢與不敢也。或利或害，活身為利，殺身為害。天之所惡。惡有為也。孰知其故？誰能知天意之故而不犯？是以聖人猶難之。言聖人之明德猶難於勇敢，況無聖人之德而欲行之乎？天之道，不爭而善勝，天不與人爭貴賤，而人自畏之。不言而善應，天不言，萬物自動以應時。不召而自來，天不呼召，萬物皆負陰而向陽。繟然而善謀。繟，寬也。天道雖寬博，善謀慮人事，修善行惡，各蒙其報也。天網恢恢，疏而不失。天所網羅恢恢甚大，雖疏遠，司察人善惡，無有所失。

二事：孔子曰：「雷之始發大壯始，君弱臣彊從解起。」今月九日至十四日，大壯用事，消息之卦也。於此六日之中，雷當發聲，發聲則歲氣和，王道興也。《》曰：「雷出地奮，豫，先王以作樂崇德，殷薦之上帝。」雷者，所以開發萌牙，辟陰除害。萬物須雷而解，資雨而潤。故經曰：「雷以動之，雨以潤之。」王者崇寬大，順春令，則雷應節，不則發動於冬，當震反潛。故易傳曰：「當雷不雷，太陽弱也。」今蒙氣不除，日月變色，則其效也。天網恢恢，疏而不失，隨時進退，應政得失。大人者，與天地合其德，與日月合其明，琁璣動作，與天相應。雷者號令，其德生養。號令殆廢，當生而殺，則雷反作，其時無歲。陛下若欲除災昭祉，順天致和，宜察臣下尤酷害者，亟加斥黜，以安黎元，則太皓悅和，雷聲乃發。
